HANOI – The Party Central Committee’s Secretariat has removed Deputy Minister of Industry and Trade Ho Thi Kim Thoa from the Party committee at her ministry, an apparent prelude to her dismissal from the post of deputy minister.

The Secretariat on August 8 issued a statement announcing its decision that was issued pursuant to Regulation 260/2009 of the Politburo on the dismissal and resignation of Party members.

The move comes after the Party Central Committee’s Inspection Commission detected Thoa’s serious violations which were committed while she was chairwoman and general director of Dien Quang Lamp JSC from January 2004 to May 2010. On behalf of the then Minister of Industry and Trade Vu Huy Hoang, Thoa signed a decision appointing Trinh Xuan Thanh, former general director of PetroVietnam Construction Corporation (PVC), to senior positions at the ministry even though he was held responsible for heavy losses at PVC and its subsidiaries. Trinh Xuan Thanh is being detained by police over his role in VND3.3 trillion losses at PVC.

By February this year, Thoa and her family members had held a combined stake of 34.7% in Dien Quang Lamp, equivalent to VND700 billion (US$30.67 million). She was also found to have wrongfully declaring her assets and incomes, and violating regulations on company equitization. 

The Secretariat requests the Prime Minister to dismiss Thoa from her role as deputy industry and trade minister.

On July 31, the Central Inspection Commission announced disciplinary measures against Thoa and proposed relieving her of all duties. Later, Thoa tendered her resignation but the ministry turned down her request as this matter can only be decided by the Prime Minister.
