Party asks to cut steering committees

HANOI – In a bid to streamline the Party and State organizational structures, the 12th Party Central Committee has unanimously agreed to close the steering committees for the northwest, central highlands and southwest regions, and reduce the numbers of steering committees, project management boards and interdisciplinary agencies.

Speaking at the closing of the Party Central Committee’s sixth session in Hanoi on October 11 after seven days, Party General Secretary Nguyen Phu Trong told the entire political system to take active steps to streamline organizations and make them more efficient and effective.

He said this is an urgent and indispensible task to build and reorganize the Party, and reform the political system to meet the requirements of the socialist-oriented market economy and the nation’s global economic integration process.

It is necessary to come up with a comprehensive organizational model for the political system in line with the specific requirements and conditions of the country, he said.

He stressed competent agencies should identify necessary tasks which can be implemented without delay and that they should put stricter controls on State payrolls and staff members, especially deputy heads. Currently, some agencies have more-than-needed deputy chiefs, making their workforce bigger than actually required.

The Party chief underlined the need to build a competitive and transparent mechanism for recruitment, appointment and promotion of officials to attract those having a strong sense of morality and high competencies to the political system.

According to Trong, a State agency should be able to do the multitasking, so the Government would have to review and restructure steering committees, project management boards and interdisciplinary agencies. Ministries and other Government agencies should transfer some public services to the private sector so that they can focus on basic and essential services only.

At the plenary session, the Party Central Committee elected two new members to the committee’s Secretariat.
