HCMC – Deputy Prime Minister Trinh Dinh Dung on October 11 chaired an emergency meeting with the Central Steering Committee for Natural Disaster Prevention and Control to find ways to cushion the impact of flash floods triggered by torrential rain in northern and north-central provinces.

The meeting was also attended by Minister of Agriculture and Rural Development Nguyen Xuan Cuong and leaders of other ministries and central agencies, according to the Government news website.

Flash floods had left at least 20 people dead and 12 others missing by afternoon on October 11, according to local news reports. Rain and flooding had caused more than 80 homes to collapse.

The Prime Minister also ordered agencies to take measures to cope with the consequences of heavy rain and subsequent flash floods to protect people in high-risk areas, especially those around lakes, dykes and dams.

A tropical low has dumped rain on the northern and north-central regions in the past three days with rainfalls ranging from 200 to 600 mm in Thanh Hoa, Nghe An and Ha Tinh provinces. People in low-lying and riverside areas in Thanh Hoa, Hoa Binh and Yen Bai provinces have been hit by flash floods.

Flash floods have forced Hoa Binh hydropower plant to discharge water for fears of its dam breaking, causing massive floods in Hoa Binh Province. Water levels of the Red River are forecast to swell sharply and those of the Ma River may shoot up to its highest since 1980.
