HANOI – The government of Hanoi City has released a plan in which all supermarkets and other modern shopping channels in the city will have to switch to accepting card payments only by 2020.

Supermarkets, shopping malls and restaurants will be equipped with point-of-sale (POS) devices so that customers can pay by credit or debit card.

Up to 85% of electricity, water, telecoms and communications services providers will not accept cash either.

To make the non-cash payment scheme a success, Hanoi plans to raise the ratio of local residents aged 15 or older having bank accounts to at least 70% by late 2020.

The city will raise public awareness of non-cash transactions and protect their rights to pay for services for card.

The Hanoi branch of the State Bank of Vietnam (SBV), and relevant departments and agencies are told to instruct services providers to work with banks so that card payments can be facilitated.

They should create favorable conditions for customers using utility services to pay by card as well.

The local government asks the Hanoi branch of SBV to further invest in infrastructure and develop electronic payment methods such as online banking and payments on the Internet and the phone.
