Dinh La Thang expelled from Party

HCMC – The Party Central Committee (PCC) on May 9 expelled Dinh La Thang, member of the PCC and head of the PCC Economic Commission, from the Party over his violations of regulations, local media reports.

The decision was made at the PCC’s seventh plenum. Party General Secretary Nguyen Phu Trong on May 9 chaired a session on personnel issues.

In a related development, Thang is appealing against a 13-year jail term he got in January for intentionally violating State regulations on economic management which led to serious consequences.

According to the court verdict, the former Vietnam Oil and Gas Group chairman illegally picked PetroVietnam Construction JSC (PVC) as a main contractor for several thermal power projects.

He directly appointed Trinh Xuan Thanh as general director of PVC in late 2007 before making various promotion, funding and recruitment decisions allowing Thanh to rise through the ranks.

He was found responsible for Thanh’s actions that caused losses of over VND119 billion (US$5.2 million) at the Thai Binh 2 thermal power plant and embezzlement of VND4 billion (US$176,000) at another.

Dinh La Thang said at his appeal hearing in Hanoi City on May 9 that he did not break any protocols and that the then Prime Minister had given him the go-ahead to handpick a contractor for the Thai Binh 2 project in 2006.

The project was of national importance and thus enjoyed special treatment, said Thang, stressing he made the assignment based on reports of profitable operations at PVC between 2009 and 2011.

Thang also received an 18-year sentence for economic mismanagement in another graft case in March. He was accused of allowing for a 20% stake purchase in OceanBank in 2008 though he was aware of the bank’s poor performance. The stake worth VND800 billion (US$35 million) was lost when the State Bank of Vietnam took over OceanBank in 2015.
