Dinh La Thang’s 13-year sentence upheld

HCMC – The appeals court in Hanoi decided on May 14 to uphold a jail sentence of 13 years handed down on Dinh La Thang, former chairman of Vietnam Oil and Gas Group (PVN), news site VnExpress reports.

The court rejected Thang’s appeal, ruling that he had abused his position as boss of a State-owned business group to seriously violate State regulations on economic management causing serious consequences, so his 13-year prison term is appropriate.

Thang’s selection of PVC as an engineering-procurement-construction (EPC) contractor for Thai Binh 2 thermal power plant was contrary to the Prime Minister’s direction. Thang was aware that EPC contract No. 33 did not meet requirements, but still instructed an advance payment of trillions of Vietnam dong for PVC.

Meanwhile, former PVN general director Phung Dinh Thuc had his sentence commuted by three years as he did not know of the illegality of contract No. 33 at the time. Thuc thus was sentenced to six years behind bars, instead of nine years.

In addition, Thuc’s contributions to the oil and gas sector were significant and his family had compensated VND1 billion for his violations.

Former PVN deputy general director Nguyen Quoc Khanh’s sentence was also reduced to seven years from nine years due to his efforts to deal with consequences of his wrongdoing.

Besides, former PVC general director Vu Duc Thuan and former deputy head of accounting and auditing at PVN Le Dinh Mau had their sentences commuted by a year while the sentences for former PVC deputy general director Nguyen Manh Tien and PVC former vice chairman Nguyen Ngoc Quy were reduced by six months.

However, the court upheld the sentences of other defendants charged with embezzlement, including former leaders and senior executives of PVN, PVC, Vung Ang-Quang Trach Project Management Board under PVC, and Thai Binh 2 Project Management Unit.
