HCMC - The Politburo today, July 12, decided to slap disciplinary measures on the current and former ministers of information and communications for their involvement in the canceled MobiFone-AVG deal, the Government news website reported.

The disciplinary measures were announced after it was established that numerous irregularities had been committed in the now-cancelled agreement for MobiFone to acquire the television network AVG at a price blown out of proportion.

At a meeting chaired by Party chief Nguyen Phu Trong today, the Politburo decided to give a warning to Truong Minh Tuan, a member of the Party Central Committee and current Minister of Information and Communications. He was also dismissed from the position of secretary of the ministry’s Party Committee in the 2016-2021 tenure.

Tuan is also held responsible for the violations and shortcomings of the committee in the 2011-2016 tenure during which he was serving as deputy minister.

The minister is found to have violated the Party principles and working regulations, showed a lack of responsibility and lax leadership when tasked to direct the implementation of the project; signed Decision 236/QD-BTTT dated December 21, 2015 of the ministry approving the project and a number of related documents against the rules, including those documents beyond his mandate.

As Secretary of the Party Committee and Minister of Information and Communications since April 2016, Tuan is mainly responsible for the violations and shortcomings of the Party Committee in the 2016-2021 tenure.

The Politburo also asked the Government’s Party Committee to have administrative sanctions against Minister Tuan corresponding to the Party’s sanctions.

Meanwhile, the Party Central Committee will decide the disciplinary measure against Tuan’s predecessor Nguyen Bac Son, former Party Central Committee member and former Secretary of the Party Committee of the ministry.

Son is held responsible for the violations and shortcomings of the committee during his 2011-2016 tenure.

He failed to respect the Party principles and working regulations, and was found to have directly involved in the process of making decisions on many contents of the project against the regulations. He signed documents related to the project for submission to the Prime Minister for approval and he also assigned his subordinates to sign a number of relevant documents, which ran counter to the regulations as it was not what they were responsible for in their capacity.

The Politburo also decided to issue a warning against the ministry’s Party Committee in the 2011-2016 tenure.

The ministry’s Party Committee was found to have caused huge losses for the State, and seriously affected the operations and equitization of MobiFone as well as the prestige of the Party Central Committee and the ministry.

It did not seriously observe the principles of the Party; showed a lack of responsibility, leading to the ministry and MobiFone Telecommunication Corporation seriously infringing on regulations on assessment, approval and implementation of the project.
