Gov’t pledges to support Quang Ninh’s development

HANOI – Prime Minister Nguyen Tan Dung stated the Government will throw its backing behind Quang Ninh’s endeavor to call for investment, and asked the province to focus on developing infrastructure and economic policies to lure investors.

Speaking at the Quang Ninh investment promotion conference last Thursday, Dung asked Quang Ninh to pay attention to promoting its advantages as part of the northern key economic area, the important traffic and economic gateway to the northeast, the border gate and deep seaport system, and the world natural heritage site Halong Bay.

The key missions assigned for the province include mobilizing domestic and foreign resources to develop modern infrastructure system, under the format of public-private partnership (PPP) of build-transfer-operate (BOT). The strategic constructions should be prioritized, such as the road connecting Noi Bai and Halong, Halong and Hanoi-Haiphong Expressway, Van Don Airport and Cai Lan Port.

Quang Ninh should have appropriate policies to make new breakthroughs, with environmental protection taken into account, said Dung. The Prime Minster expected the province to become a big industrial and service center with the priority to develop sea economy, high-quality ecotourism and coastal tourism in Van Don Economic Zone.

The Government leader also Dung urged the province to develop high-skilled human resources, encourage application of advanced science and technology and transfer of environmentally friendly technology. Administrative reform should be enhanced to create favorable environment for socio-economic development.

In addition, Quang Ninh needs to take the initiative in international integration to make the best use of its advantages. Particularly, the program “two corridors and one economic belt” between Vietnam and China must be carried out efficiently.

The prime minister said Quang Ninh should focus on turning Mong Cai City into a modern international border gate city, playing a positive role in the development of the coastal economic belt linking Quang Ninh with the Red River Delta provinces and Guangxi Province of China.

PM Dung emphasized the Government will always provide the province with supporting policies to call for investors, making the most of local and foreign resources for development.

On this occasion, the Government leader told the foreign investors that “Vietnam’s Government will continue to improve the environment for investment and business, with priority given to macro-economic stabilization, curbing inflation to below 10% in 2012 and some 5% in the next years, facilitating investors to successfully do business in Vietnam.”

“Your success is our success,” said the prime minister.

Also on last Thursday, 13 cooperation memoranda were signed between Quang Ninh authorities and partners, including one signed with Korea Airports Corporation to develop Van Don international airport, and one with Japan’s Mickensey Group on consultancy for socio-economic planning of Quang Ninh.

The provincial government also agreed in principle for the joint venture between Halong Investment and Development Ltd. and State Capital Investment Corp. (SCIC) to map out the scheme for the BOT road project connecting Haiphong and Halong.

Three projects were awarded investment certificates on the same day, namely Lam Ngoc villa project on Tuan Chau Island, Hoanh Bo Industrial Park project, and a flour mill project with daily output of 500 tons.
