Hoa Sen: Non-profit university orientation

Bui Tran Phuong, principal of Hoa Sen University, an extension of which is in Quang Trung Software City, talked about the development policy and the orientation toward a “non-profit university” on the occasion of its 26th commencement ceremony on June 20




Q: What are the policies adopted by Hoa Sen University to attain the target of a non-profit school?

A: In the establishment scheme of Hoa Sen University submitted to the Government, we made clear that our university is a non-profit entity in line with the commencement in 1991. This orientation has received solid support from the majority of shareholders at annual general meetings in 2007 and 2014 in the context that the Law on Higher Education took effect as from January 2013.

A host of policies have been implemented. Half of the margin between revenue and spending every year is used to reinvest in education activities, while the remainder is used to reward lecturers, contribute to the contingency fund and pay dividends to shareholders. It can be said that a large amount of money is used to renovate facilities and equipment, including a new campus.

How about the effectiveness of the policies?

The non-profit principle has allowed us to use effectively the allotted land in districts 1 and 12 in HCMC for the education purposes. We have been supported by the HCMC authorities that gave us soft loans for construction. Hoa Sen has also received assistance from foreign diplomatic agencies in international partnership with public and private academic institutions as well as other organizations. They have sponsored our scientific researches and teaching curricula.

Our lecturers have been given financial support to participate in conferences at home and abroad. There are various scholarships for students and many opportunities for them to study abroad. Most importantly, we have mobilized various sources to create the most favorable conditions for education instead of making profit from educational activities.

This is the main reason explaining the high growth and quality education of our university, an educational institution winning the trust of international partners, society and students.

A good university is the one that realizes continuous reinvestments for the sake of students. How has this philosophy been embraced at Hoa Sen?

We have succeeded in developing such facilities as classrooms, libraries and modern equipment. But these are not all at Hoa Sen University. We have also made achievements in building the contingent of managers and lecturers. Both Vietnamese and foreign staff members work efficiently in an international environment. They have been invited to participate in international research teams or teach at overseas universities.

A large number of foreign experts, professors and students have come over to give lectures, conduct researches or study at Hoa Sen University, creating opportunities for local lecturers and students to access new knowledge.

Initially, we are successful in fulfilling our mission which ensures fairness in learning opportunities for all students and helps them land a job after graduation and be able to compete in the globalization environment.

What do you expect from your graduates?

I wish that our graduates always keep in touch with the development path of the school and contribute their part to our long-term principle – reinvestment in education. I want the entire margin between revenue and spending will be used for investing in education and community activities.

I wish that our fresh graduates could assume the task passed on by their seniors. That is posing questions to the board of administrators on the use of tuition fees as well as the development of core values that create the school’s image and prestige. I also wish that graduates, like generations of faculties and staff and graduates of Hoa Sen University, will all contribute to our development.

On June 20, Hoa Sen University organized its 26th commencement ceremony for 535 students, 30 of whom graduated summa cum laude and magna cum laude. Over 80% of the fresh graduates have secured a job before graduation.
