Govt orders inspections of emission standard conformity

HCMC – Deputy Prime Minister Trinh Dinh Dung has required inspections of the application of Euro 4 emissions standards at fuel enterprises, Dan Tri news website quoted a statement of the Government Office.

Deputy PM Dung assigned the Ministry of Industry and Trade to urge fuel traders to ensure the supply of fuels in line with a roadmap for application of vehicle exhaust emissions standards stated in the Government’s Decision 49. The ministry will coordinate with relevant ministries and agencies to conduct inspections and report results to the Government prior to December 15.

The Ministry of Science and Technology was assigned to review, amend and supplement requirements on fuels in line with Euro 4 and Euro 5 standards. The ministry must ask fuel traders to adhere to requirements on emissions standards of Euro 2, 3 or 4.

In addition, the Ministry of Finance will have to propose tax and fee adjustments, ensuring benefits of consumers and reducing emissions to protect the environment.

The Deputy PM also required Vietnam Oil and Gas Group (PVN) to ask fuel traders to provide qualified products and direct Dung Quat Oil Refinery to supply RON 92 petrol meeting Euro 2 standards to produce E5 RON 92 gasoline.

According to the Prime Minister’s Decision 49/2011/QD-TTg on a roadmap for emissions reductions, new autos running on gasoline must meet the emissions standards of Euro 4 from January 1 this year and the emissions standards of Euro 5 from January 1, 2022, while new motorcycles will have to meet the emissions standards of Euro 3 from January this year.  

Although the decision has taken effect, vehicle owners find it hard to buy Euro 4 petrol even in Hanoi and other large cities.
