BOT road project in Mekong Delta cancelled

DONG THAP – The Ministry of Transport has called off a build-operate-transfer (BOT) contract for upgrading and expanding a National Highway 30 section connecting the Mekong Delta provinces of Tien Giang and Dong Thap.

Involved in the project is a consortium comprising Phuong Nam Investment JSC, Phu My Incons Co Ltd, and Tien Giang-Dong Thap National Highway 30 BOT Co Ltd.

Deputy Minister of Transport Nguyen Nhat said in a notice last week that the ministry had canceled the project at the request of the National Assembly and the Government, as well as Dong Thap Province.

Le Minh Hoan, secretary of the provincial Party Committee, said last November that given the tight State budget, the National Highway 30 project should be developed under the BOT format. But given the public uproar over BOT road projects, the province had asked the ministry to carefully weigh the project.

Minister of Transport Nguyen Van The said the ministry would no longer choose the BOT investment format for upgrading existing roads. BOT will be used for new roads only.

A new road running in parallel with National Highway 30 will be built to reduce traffic congestion on the existing road in the long run, he noted.

The ministry told relevant agencies to work with the investors involved in the project to hold negotiations over the reimbursement of any costs spent.

The ministry also handed over the project to the Directorate for Roads of Vietnam and asked it to repair the national highway.

BOT road projects in the country have recently become a hot-button public issue as some tollgates like Cai Lay in the Mekong Delta province of Tien Giang are not located on the roads that are upgraded but on those having heavy traffic to maximize fee collections while toll fees are too high.
