Dinh La Thang faces 14-15 years in prison

HANOI - Dinh La Thang, former chairman of Vietnam National Oil and Gas Group (PVN), may face a jail term of 14-15 years for violating State regulations on economic management causing serious consequences, heard a court hearing in Hanoi on January 11.

Prosecutors proposed jail terms against 22 defendants, including Thang, who was alleged to be involved in a corruption case at PVN and PetroVietnam Construction Joint Stock Corporation (PVC).

Meanwhile, 52-year-old Trinh Xuan Thanh, former chairman of PVC, faced life imprisonment on alleged charges of a similar crime plus misappropriation of State property, while Nguyen Quoc Khanh, former deputy general director of PVN, faced 10-11 years behind bars.

According to the indictment, Thang and other defendants violated regulations on bidding, contractor selection, management of capital construction, and contractual management in construction, mostly related to a project to develop Thai Binh 2 thermo-power plant.

Thang signed a PVN resolution naming PVC as the Engineering-Procurement-Construction (EPC) contractor for the project. The selection of the EPC contractor as well as the signing of the EPC contract violated the Bidding Law and the Construction Law, and other relevant regulations.

PVN then disbursed over US$8 million and over VND1,300 billion to the management board of Thai Binh 2 thermo-power project, and the board transferred US$6.6 million and VND1,300 billion to PVC as the EPC contractor, which also went against State regulations.

Trinh Xuan Thanh and his accomplices at PVC instructed their subordinates to spend VND1,115 billion on other projects and to repay bank loans. As of late last year, police had managed to recover VND1,087 billion, and the balance of over VND119 billion was deemed as an irrecoverable loss.

Thanh and others at PVC also withdrew VND13 billion from the management board of Thai Binh 2 thermo-power project for personal use, according to the indictment. Trinh Xuan Thanh allegedly took VND4 billion from this sum.

Apart from Thang and Thanh, former CEO of PVC Vu Duc Thuan faces 26-28 years in jail, former PVN deputy general director Nguyen Xuan Son and former PVN chief accountant Ninh Van Quynh faces 10-11 years in prison, and former PVN deputy head of accounting and auditing department Le Dinh Mau and former PVC deputy general director Nguyen Manh Tien face 7-8 years.

Meanwhile, former head of the management board of Thai Binh 2 thermo-power project Vu Hong Chuong and former chief accountant of the management board of Thai Binh 2 thermo-power project Tran Van Nguyen 2-3 years, and former PVC deputy general director Truong Quoc Dung 17-18 months.
