PM urges quicker implementation of metro line projects in HCMC

HCMC – Prime Minister Nguyen Xuan Phuc has urged relevant agencies to speed up work on urban railway projects in HCMC to serve the development of the city, ease traffic congestion and use investment capital effectively, according to the Government news website.

At a meeting with representatives of relevant ministries last Friday, the Government leader assigned line-item tasks to ministries and authorities of HCMC so that capital for such projects be ensured and work fast-tracked. A special focus was on the investment and progress of Metro Line No. 1 connecting Ben Thanh Market in District 1 and Suoi Tien Park in District 9, which has faced several hiccups in execution due to delays in capital disbursement.

In order to put the project into operation and remove shortcomings during the project execution, PM Phuc urged the HCMC government to promptly consult competent agencies about the projects.

The Ministry of Transport will have to complete appraisal reports based on opinions of relevant ministries and take responsibility for such appraisal results. The ministry can establish a working group for the job.

The Minister of Transport will submit a plan on the project’s capital and administrative procedures to the Prime Minister and the National Assembly after working with the Ministry of Planning and Investment.

When the project goes before the National Assembly, the Transport Ministry, the HCMC government and related ministries shall make specific reports within their jurisdictions upon request, according to PM Phuc. These agencies were told to join forces so that the project is no longer delayed.

The meeting also discussed the project to build Metro Line No. 2 linking Ben Thanh Market and Tham Luong Depot in District 12, according to the news site.

Explaning on the huge cost for the Metro Line No. 1 project, the management unit said the project was estimated to cost VND17 trillion (US$745.8 million) at the initial plan in 2007, but a Japanese consortium later revised up the estimated investment to VND47 trillion. The project is 51% complete and expected for completion at the end of 2020.

Meanwhile, Metro Line No. 2 requires an investment of more than VND48.7 trillion, equivalent to some US$2.2 billion, up 58% over the initial investment approved in 2010 (nearly US$1.4 billion). The project will be competed in 2024 instead of this year as initially scheduled as well, according to Dau Tu Online newspaper.
