Dung Quat oil refinery operator’s boss detained in graft crackdown

HCMC – Investigators at the Ministry of Public Security on May 10 detained the chairman and the chief accountant of Binh Son Refining and Petrochemical Co Ltd (BSR), the operator of the Dung Quat Oil Refinery, on alleged charges of abuse of power for appropriation.

The ministry said in a statement on its website that it is widening the probe into a case in which positions and power had been abused to appropriate assets at BSR and the Ocean Commercial Joint Stock Bank (OceanBank).

The 50-year-old chairman Nguyen Hoai Giang, and the 38-year-old chief accountant Pham Xuan Quang are accused of abusing their positions and power to appropriate assets.

Investigators also raided their homes as part of the investigation on the same day. The police have been expanding the probe to shed light on these individuals’ acts and relevant persons to recover State assets.

On April 27, criminal proceedings were initiated against Vu Manh Tung, 44, former deputy general director of Binh Son, on the same charge.

Headquartered in the central coast province of Quang Ngai, BSR is a unit of the State-run Vietnam Oil and Gas Group and the operator of Dung Quat, the nation’s first oil refinery.

BSR general director Tran Ngoc Nguyen told news website yesterday that the arrests of the chairman and chief accountant would not affect the operations of both the company and the refinery.

During the second hearing of the OceanBank case in September last year, the police pressed charges against three criminal cases involving BSR, Vietsovpetro JV, and PetroVietnam Exploration Production Corporation.

Ha Van Tham, who served as chairman at OceanBank, ordered the bank to spend VND1.57 trillion (US$70 million) on interest payments without contracts for customers between 2010 and 2014. Around VND19 billion of this amount went to BSR.

Nguyen Minh Thu, former general director of OceanBank, said at the first instance hearing of this case last September that this amount of money was handed to Giang, Quang and Tung in the period.

The case which is directly monitored by the Central Steering Committee for Anti-Corruption demonstrates the Government’s efforts to widen a crackdown on graft.
