HCMC – Danang City has outstripped other parts of the country to take the lead in the Vietnam Information and Communication Technology (ICT) Index 2018 for the third consecutive year, heard attendees of a conference on Vietnam’s ICT cooperation, held in the Mekong Delta province of Vinh Long.

Danang won the first position, with 0.9407 points, followed by HCMC, Hanoi and Quang Ninh, with scores of 0.6652, 0.6473 and 0.6396, respectively, according to a report on the Vietnam ICT Index 2018 released at the 22nd conference, which was co-organized by the Ministry of Information and Communications, the Vietnam Association for Information Processing and the provincial People’s Committee.

The three provinces at the bottom of the list are Bac Lieu, Hau Giang in Mekong Delta and the northern mountainous province of Lai Chau.

As for the rankings of the ministries and agencies, the Ministry of Finance gained the top spot for the sixth consecutive year, scoring 0.9263 points. It was followed by Vietnam Social Insurance, the State Bank of Vietnam, the Ministry of Information and Communications and the Ministry of Culture, Sports and Tourism. Notably, the index this year has recorded a significant improvement by Vietnam Social Insurance, which has advanced to second place from the 20th spot in 2016.

The ICT assessment has encouraged provinces, cities, ministries and agencies to enhance IT application and development over the years. Some localities and agencies have reportedly started compiling indexes to evaluate their IT applications, following the model of the Vietnam ICT Index, which is based on criteria such as technical infrastructure, manpower and IT application.
