HCMC public secondary students to be exempt from tuition fees

HCMC – Secondary students at public schools in HCMC will eventually be exempt from tuition fees as a proposal on the issue by the Department of Education and Training and the Department of Finance has received the approval of municipal government Chairman Nguyen Thanh Phong.

Ho Sy Anh, who works at the Institute for Education Research under the HCMC University of Pedagogy, remarked that tuition fee exemption is a humanist move and should have been executed long ago.

The two departments also suggested the municipal People’s Committee seek approval from the Government to allow the city to provide free education to the students. In addition, they recommended the city consider tapping the State budget to compensate for the funds used while applying the exemption.

The city’s government office was assigned to work on the proposal and the municipal government will review it before sending it to the Government. Once approved, the office will urgently complete the essential paperwork and then seek the approval of the city’s People’s Council at the next upcoming meeting.

HCMC is currently collecting tuition fees from secondary schools in line with Decree 86/2015 issued by the Government regarding regulations on the collection and use of tuition fees at public schools, as well as policies on reducing, exempting and supporting tuition fees between the academic year 2016-2017 and 2020-2021.

Every public secondary school student in HCMC’s 19 inner-city districts needs to pay a monthly tuition fee of VND100,000, while the students in outlying districts are required to pay VND85,000 per month.

Earlier, the latest draft Law on Education had 27 clauses added to it, with 63 clauses amended compared with the previous versions. The draft law includes additional regulations and policies such as providing free education for five-year-old kindergarten students and public secondary students and offering financial aid to students in private secondary schools.
