Leaders of ministries, local governments responsible for egovernment systems: PM

HCMC – The heads of ministries and provincial-level governments are responsible for managing their own egovernment systems, said Prime Minister Nguyen Xuan Phuc at the first meeting of the National EGovernment Committee in Hanoi City on Thursday.

The committee is headed by the prime minister, while Deputy PM Vu Duc Dam serves as its vice chairman, and Minister and Chairman of the Government Office Mai Tien Dung is its permanent member and general secretary, reported the Vietnam News Agency.

Minister and Chairman Dung cited the United Nations’ rankings on egovernments as saying that this year, Vietnam had moved up one spot to the 88th position among 193 countries and territories and ranked 6th among 11 countries in Southeast Asia versus 2016.

More than 50 ministries, agencies and local administrations have plans to develop an egovernment architecture since the first version of the Vietnam EGovernment Architecture Framework was launched by the Ministry of Information and Communications (MIC) in 2015.

The national business registration database has been put into operation, while databases on population, land, finance and insurance are still under construction.

All of the ministries, agencies and local governments have set up their own websites or portals and update them regularly, thereby meeting the requirements of management and providing information for local residents and businesses.

The ministries and agencies have so far provided more than 1,500 online services at the third and fourth levels, while local administrations have supplied over 45,000 services.

PM Phuc said at the meeting that Vietnam is still at an average level in egovernment rankings both globally and regionally, so more determined efforts are needed for advancement.

The presence of representatives of four major information technology companies on the national egovernment committee indicates the public-private partnership is active in the field, and the participation of the PM and a deputy PM reflects the strong political focus on building an egovernment, according to the Government leader.

The PM asked the MIC to develop the second version of the Vietnam EGovernment Architecture Framework by next month, aligned with the worldwide trend of egovernance and the Fourth Industrial Revolution, and submit it to him for consideration and approval.

He also urged the development of national databases on population, insurance, finance and land, with top priority being given to the population database.
