HCMC – After negotiations with investors, the Quang Ninh government has officially announced the Van Don-Mong Cai expressway project, at a total cost of VND11.119 trillion, in the northern province.

The projected 80.2-kilometer expressway will have four lanes and a designed speed of 100 kilometers per hour.

A consortium consisting of Long Van Infrastructure Investment and Development Co., Ltd; Van Don Sun JSC; and Cong Thanh Transportation and Construction Corporation will develop the project under the public-private partnership and build-operate-transfer formats. Toll fees are expected to range from VND1,500 to VND6,000 per kilometer, depending on the types of vehicles using the expressway, allowing capital recovery to be completed within 18.5 years.

The consortium is in the process of completing the legal procedures to start work on the project in 2018 and finish it in 2020.

The Quang Ninh government has approved the site clearance and compensation in preparation for the key transport project. The authorities of Quanh Ninh Province’s districts have been checking, calculating and measuring land to conclude the task in November. The total cost of site clearance is an estimated VND1.454 trillion.

When put into service, the Van Don-Mong Cai expressway and other expressways such as the operational Hai Phong-Ha Long expressway and the Ha Long-Van Dong expressway, which is under construction and slated for completion by end-2018, will raise the combined length of expressways in Quang Ninh Province to 182 kilometers.

A Hanoi-Hai Phong-Ha Long-Mong Cai expressway system is expected to further facilitate cargo and passenger transport from Hanoi City to Hai Phong City and Quang Ninh Province.
