Danang ex-chairmen likely face jail terms of 18-27 years

HCMC – The Hanoi People’s Procuracy has proposed prison terms of 25-27 years for former Danang chairman Tran Van Minh and 18-20 years for his successor, Van Huu Chien, for their involvement in the illegal sale of several public homes and land lots in Danang to business tycoon Phan Van Anh Vu.

The duo were charged with violating regulations on State asset management and use, leading to losses and wastefulness, and regulations on land management, the local media reported.

The procuracy also suggested a prison term of 25-27 years for Vu. Meanwhile, former Danang vice chairman Nguyen Ngoc Tuan may stay behind bars for 10-12 years and Phan Xuan It, former deputy head of the Danang government office, for 14-16 years.

In addition, a prison term of seven to nine years each was proposed for Nguyen Quang Thanh, former director of Minh Hung Phat Co., Ltd, and Phan Minh Cuong, general director of Bac Nam 79 Construction JSC.

These individuals faced prison sentences for the same offenses as former Danang chairmen Minh and Chien.

The 14 other defendants, who were charged with one of the two offenses, face jail terms of two to 10 years.

Minh was identified as the mastermind of the case as he was involved in the illegal sale of 18 houses and land lots and six property projects.

Meanwhile, Chien signed decisions to allow the transfer of some homes, land lots and property projects at concessional prices, assisting Minh in committing violations.

The two former municipal chairmen asked their subordinates to issue legal documents and speed up the completion of procedures to transfer public homes and land lots at prime sites in Danang to Vu at concessional prices without going through the due process of an auction.

As a result, Vu illegally acquired 22 homes and land lots and seven property projects, leading to losses of more than VND22 trillion for the State.

During the investigation and hearing process, Vu pleaded not guilty, saying that it was normal to buy public homes and land lots.

However, prosecutors claimed they had sufficient evidence to prove Vu’s violations. Vu’s Bac Nam 79 Construction JSC was not eligible to buy public homes and land lots, but he abused his relationship with former municipal officials to make land acquisitions.

The procuracy has also proposed the court assign the Danang government to cancel decisions on handing over public homes and land lots to Vu and certificates on land use rights.
