WB proposes three ways to accelerate egovernment reforms

HCMC - World Bank Country Director for Vietnam Ousmane Dione proposed three ways for the business community and the Government to boost egovernment and digitalization at a conference in Hanoi on May 19, according to the Government’s news site.

Addressing the conference on “Introduction of the national public service portal and benefits for enterprises,” Dione said the Covid-19 pandemic has caused unprecedented disruptions to socioeconomic development in Vietnam and around the world.

He spoke highly of Vietnam’s success in containing the pandemic and stressed that besides effective public health measures, the country’s digitalization of public services has contributed significantly to fighting Covid-19.

When social distancing measures were applied, thanks to the national public service portal, the citizens and civil servants were able to access and provide essential public services remotely, ensuring safety for both the users and providers.

Dione proposed three measures for the Vietnamese Government and business community to deepen the impact of the ongoing egovernment and digitalization reforms and boost further improvement.

For the business community, he noted that business leaders in Vietnam should certainly start their digitalization process by using the services available in the national public service portal from today and see digitalization as key to the sustainable development of their businesses.

According to Dione, businesses with a high level of digitalization have proven much less likely to be affected by disruptions than the others. Digitalization in businesses also contributes to the country’s economic development.

For the Vietnamese Government, Dione proposed two measures: simplification and support of businesses’ digitalization process.

The WB country director stated that the Government should simplify online services and related procedures to save time and costs for the citizens and businesses. Administrative procedures that need the most drastic improvement include business registration, investment licensing, construction permits and tax payments.

Besides this, the Government should act as a launch pad for businesses to go digital more quickly and be prepared for any sudden issues in the fast-changing world.

Dione remarked that many governments have encouraged and enabled their businesses to go digital by creating partnerships with telecommunications, financial services and technology providers in their countries. He believed in the Vietnamese Government and businesses’ determination and effort to go digital and said the World Bank is always willing to help Vietnam with its digitalization process.
