HCMC – Vietnam will continue to reform land-related policies and laws, improve the effectiveness of land use and management, and create a driving force to develop itself into a high-income country, said Party General Secretary Nguyen Phu Trong.
The Party General Secretary was speaking at the closing session of the fifth plenum of the 13th Party Central Committee from May 4 to 10.
He reiterated the need to inherit, supplement, and further develop the Resolution of the sixth Party Central Committee by affirming that land is owned by all the people of the country, with the State representing the Vietnamese as land owner and administrator.
The State maintains the right to take back land from individuals and organizations for national defense and security purposes, national and public interest, and socioeconomic development projects in line with prevailing regulations and in a fair, open and transparent manner, he noted.
He said land use and management must ensure the interests of all the people in the country. Vietnamese must be granted access to and allowed to use land in a fair, effective and sustainable manner.
Land use right is a right to use a type of special asset and commodity but not an ownership right. The land and asset use right attached to land is protected by law. Land users have rights and obligations as stipulated by law. The State does not recognize requests to return land that the State allocated to organizations and individuals for use during the implementation of land-related policies and laws, raise any question to adjust agricultural land that was allocated to local households and individuals, and has policies for agricultural land to be used with optimal efficiency.
Besides, land-related policies and laws must be completed on par with policies to develop the socialist-oriented market economy, including policies to fully tap the growth potential of land resources, address issues linked to land speculation and the improper land use that arouse public disagreements.
The State must further enhance its land management capacity, while State management agencies and judicial authorities must improve their capacity to solve land-related disputes, he added.
