Vietnam initiates anti-circumvention review for new sugar exporters

HCMC – The Ministry of Industry and Trade in Vietnam has initiated an anti-circumvention review involving new sugar exporters from five Southeast Asian countries.

The countries under consideration include Cambodia, Indonesia, Laos, Malaysia and Myanmar.

On August 1, 2022, the ministry issued a decision to implement measures against trade remedies evasion concerning specific cane sugar products imported from these countries. According to the decision, Vietnam imposed antidumping and countervailing duties of 47.64% on several sugar imports from these five countries if the sugar contains cane sugar from Thailand.

These anti-circumvention measures are expected to remain in effect until June 15, 2026, unless the Ministry of Industry and Trade decides otherwise.

The primary objective of imposing anti-dumping and countervailing duties is to safeguard the rights of local manufacturers and farmers while balancing imports.

The anti-circumvention review for new sugar exporters from these five Southeast Asian nations was initiated following a recent request made by Kampong Speu Sugar Company Limited.

The review will cover the period from December 1, 2022, to November 30, 2023. The ministry said that inaccurate documentation provided by any relevant parties will be disregarded, and the review’s conclusion will be based on available information.
