HCMC – Hanoi City has empowered district officials to approve the renovation and reconstruction of aging condominium buildings, under Decision No. 5899/QD-UBND.
The delegation of responsibilities is effective from November 12, 2024, to November 12, 2026.
Local authorities are now tasked with drafting and approving compensation and resettlement plans in accordance with the Housing Law and related government decrees. They are also authorized to issue emergency relocation orders and enforce evictions for residents who refuse to cooperate.
District and commune administrations are responsible for ensuring legal compliance and managing these projects effectively. The Hanoi Department of Construction will oversee progress and address any implementation challenges.
Hanoi currently has 1,579 condominiums over 50 years old, most located in urban areas. Among these, 137 are classified as grade-B, 200 as grade-C and seven as grade-D buildings.
Grade-B buildings have stable structures but show signs of wear and require repairs to ensure safety. Grade-C buildings have weaker structures and significant damage, necessitating renovation or reconstruction. Grade-D buildings are the most hazardous, with extremely weak structures and a high risk of collapse, requiring immediate relocation and reconstruction to prevent danger.
Since the launch of the city’s renovation plan two years ago, 1,022 buildings in 12 districts have been assessed. Notably, eight districts have selected contractors to conduct structural inspections, marking progress in the renovation effort.
Municipal departments, including the Hanoi Development Investment Fund, will provide support to ensure consistent and effective execution of these projects, aiming to improve safety and living conditions for residents.
