HCMC – The National Assembly (NA) has passed a resolution banning the production, sale and use of electronic cigarettes and heated tobacco products (HTPs) nationwide, with effect from early 2025.
The resolution, approved on November 30 by 458 out of 460 NA deputies, aims to protect public health and maintain social order. The ban applies to all stages of the supply chain, including manufacturing, importation, storage, transportation, and consumption.
HTPs are defined by the World Health Organization (WHO) as devices that heat tobacco to produce an aerosol inhaled by the user. These devices often contain flavored tobacco and nicotine, a highly addictive substance.
NA Secretary-General Le Quang Tung said the decision addresses the urgent need to tackle the harmful effects of e-cigarettes and HTPs. He stressed their severe health risks and potential for addiction, particularly among youth.
The Government has been tasked with overseeing the implementation and ensuring the effective enforcement of the ban.
