Vietnam unveils revised power development plan for 2021-2030

HCMC – Vietnam’s Ministry of Industry and Trade today, April 28, announced the revised National Power Development Plan for 2021-2030, with a vision extending to 2050. The amended plan is aimed at ensuring energy security and supporting the country’s economic growth and green transition.

The announcement was made at a hybrid conference chaired by Minister of Industry and Trade Nguyen Hong Dien, and attended by representatives from ministries, local authorities, international organizations, energy corporations such as EVN, PVN and Vinacomin, Cong Thuong online newspaper reported.

The conference was virtually joined by 63 provinces and centrally-governed cities across the country.

Speaking at the conference, Pham Nguyen Hung, director of the Electricity Department at the Ministry of Industry and Trade, announced Decision No. 768/QD-TTg issued on April 15, 2025 by the prime minister to approve the adjusted National Power Development Plan VIII.

The revised plan puts a focus on energy security, economic development, and a just energy transition aligned with global trends toward green energy and reduced emissions, Hung noted.

Key objectives and targets

The revised plan sets out to guarantee national energy security while meeting the demand of Vietnam’s socio-economic development, industrialization, and modernization. It prioritizes a fair energy transition, modernization of production, and the development of a smart grid and advanced electricity system management. The plan also aims to foster a comprehensive energy industry ecosystem based on renewable and new energy sources.

Specific targets include:

Economic growth support: Ensuring sufficient electricity to support an average GDP growth rate of 10.0% annually from 2026 to 2030, and 7.5% annually from 2031 to 2050.

Commercial electricity output: Reaching 500.4–557.8 billion kWh by 2030, with a projected 1,237.7–1,375.1 billion kWh by 2050.

Total electricity production and imports: Achieving 560.4–624.6 billion kWh by 2030 and 1,360.1–1,511.1 billion kWh by 2050.

Peak capacity: Reaching 89,655–99,934 MW by 2030 and 205,732–228,570 MW by 2050.

Reliability and safety: Ensuring safe and reliable electricity supply, meeting N-1 criteria for critical load areas and N-2 for particularly critical areas, including nuclear power sources. By 2030, Vietnam aims to rank among the top four ASEAN countries in electricity supply reliability and top three in electricity access.

The plan also promotes renewable energy adoption, targeting 50% of public buildings and 50% of households to use self-produced, self-consumed rooftop solar power by 2030, without feeding excess electricity into the national grid.
