Toll collection proposed for 13 state-funded expressways from 2026

HCMC – The Department for Roads of Vietnam has proposed introducing toll collection on 13 expressways financed by the State, with the plan expected to contribute nearly VND2.5 trillion annually to the national budget starting next year.

The proposal, submitted to the Ministry of Construction, outlines a tolling mechanism for the Hoa Lien–Tuy Loan expressway and multiple sections of the North–South Expressway developed during the 2021–2025 period.

Currently, Vietnam has 29 expressway sections owned and directly managed by the state under the Ministry of Construction. Five of these routes have already had their infrastructure utilization plans approved, with toll collection scheduled to begin in January 2026.

The new proposal targets 13 additional expressways scheduled for completion by the end of 2025. These routes span various regions, including those connecting Bai Vot to Ham Nghi, Ham Nghi to Vung Ang, Vung Ang to Bung, Bung to Van Ninh, Van Ninh to Cam Lo, and Hoa Lien to Tuy Loan.

Other sections include Quang Ngai-Hoai Nhon, Hoai Nhon-Quy Nhon, Quy Nhon-Chi Thanh, Chi Thanh-Van Phong, Van Phong-Nha Trang, Can Tho-Hau Giang, and Hau Giang-Ca Mau. Toll collection would be implemented progressively as each expressway completes its required rest areas and intelligent transportation systems.

The Directorate for Roads of Vietnam proposed two toll levels. A rate of VND1,300 per kilometer would apply to standard vehicles using expressways with at least four lanes and continuous emergency lanes that fully meet tolling requirements. A lower rate of VND900 per kilometer would apply to routes approved prior to the implementation of the new Road Law, which are operational but lack fully compliant emergency lanes.

Toll collection is proposed to last seven years. Following this period, or based on policy reviews, alternative infrastructure management approaches may be considered.

If approved, toll revenue from the 13 expressways is expected to generate nearly VND2.5 trillion annually for the state budget after deducting toll system operating costs.

The department also proposed to be designated as the asset manager for these state-owned expressways, responsible for ongoing maintenance and operations. It would also oversee the implementation of non-stop electronic toll collection in accordance with regulations.
