Motorbike registration fee cut to 2%

HCMC – Vietnam has reduced the registration fee for motorbikes to 2% for initial registration and 1% for subsequent registrations starting today, July 1, under a new Government decree.

The Government issued Decree 175/2025/ND-CP on June 30 revising certain provisions of Decree No. 10/2022/ND-CP regarding registration fees. The new rules focus on adjusting how registration fees are calculated and collected for housing, land, automobiles, and motorbikes, including delegating more authority to local governments, reported the Government news website (baochinhphu.vn).

Under the updated regulation, the responsibility for setting the base prices used to calculate registration fees for vehicles has been transferred from the Ministry of Finance to provincial-level People’s Committees. These local authorities must ensure that listed prices align with prevailing market values.

When a new vehicle model not listed in the local pricing schedule is registered, provincial tax departments will determine its value using existing national databases. In cases where market prices deviate by 5% or more from listed values, provincial governments are required to update the pricing schedules before the 25th day of the final month of each quarter to apply the new rates in the following quarter.

The decree also introduces reduced registration fees for specific vehicle categories. For motorbikes, the fee is now 2% for the first registration and 1% for subsequent ones.

For automobiles, trailers, semi-trailers, four-wheeled vehicles with engines, and specialized motor vehicles, the standard registration fee remains 2%.

Passenger cars with fewer than nine seats, including pickup trucks used for transporting people, are subject to a 10% registration fee for the first registration. Provincial authorities may increase this rate by up to 50% depending on local conditions.

For double-cabin pickup trucks and VAN trucks with two or more rows of seats and a fixed partition between the passenger and cargo areas, the initial registration fee is set at 60% of the rate applied to cars with fewer than nine seats.

From the second registration onward, all of these vehicle types are subject to a uniform 2% registration fee nationwide. Tax authorities will determine the applicable rate based on the type of vehicle listed in the certificate of technical safety and environmental protection issued by the vehicle inspection agency.

In terms of housing and land, registration fees are based on the valuation frameworks issued by provincial People’s Committees. For houses, the fee is calculated based on provincial pricing. For land, the fee uses provincial land price tables. If the transaction price in a sale contract is higher than the provincial listed price, the registration fee will be based on the contract value.

Decree 175 provides greater clarity for such cases. If the value of both the land and attached property is listed as a single amount in the contract and exceeds the local government’s listed valuation, the fee will be calculated based on the contract value.
