HCMC – The draft of the revised Law on Civil Aviation aims to open the door for private investment in airport development and operations, while preserving the State’s control over critical infrastructure.
According to the Ministry of Construction, which has submitted draft amendments to the Law on Civil Aviation of Vietnam to the Government, the proposed changes aim to align with current national policies, international treaties, and global practices. The revision also seeks to remove regulatory bottlenecks and promote sustainable growth in the aviation sector, reported the Government news website (baochinhphu.vn).
Private investors would be permitted to manage and operate airport facilities through contracts awarded via a transparent legal process. However, the state would retain ownership of essential infrastructure such as runways and air traffic control systems.
The proposed revisions also call for more flexible airport planning and operational models, in line with international standards.
Other changes include designating the Ministry of Public Security as the aviation security authority, expanding regulatory coverage to include military flight activities, and updating labor rules in accordance with the Labor Code.
The draft law clarifies the responsibilities of air carriers, aiming to improve service quality and reduce flight delays and cancellations.
It also proposes classifying aviation activities into general, specialized, and commercial categories to improve management of low-altitude airspace and support economic development.
Le Anh Tuan, deputy minister of Construction, said the legal changes are necessary to meet international obligations, ensure national security, and implement the Government’s policy direction.
