Politburo urges expansion of groups eligible to buy or rent social homes

HCMC – The Politburo has requested the Party Committee of the Government to propose institutionalizing the National Assembly (NA)’s pilot resolution on special policies for social housing, aiming to expand buyer and renter eligibility.

According to a conclusion dated July 25, the Politburo and the Secretariat assigned the Government’s Party Committee to direct the Ministry of Finance in carrying out the aforementioned tasks.

Earlier in May, the legislature allowed provinces and cities to develop locally tailored criteria for selecting eligible buyers and renters of social housing.

Those without housing, those whose homes are far from their workplaces, or those who have never benefited from social housing support will be subject to detailed eligibility criteria set by provincial people’s committees.

This aims to address practical obstacles, as many workers in urban areas or industrial zones own homes in rural areas within the same province and thus fail to qualify under current rules.

In the conclusion dated July 25, the Ministry of Finance was also tasked with providing guidance on the use of funds and allocation of office spaces; issuing immediate instructions on finance, accounting, and budget allocation procedures for commune- and ward-level authorities.

The ministry is also required to promptly assess and report on the handover and management of public assets and government office facilities at all levels.

Six ministries – Home Affairs, Finance, Construction, Industry-Trade, Health, and Agriculture-Environment – are coordinating to revise and streamline procedures related to public services, including the issuance of construction permits; licenses for alcohol, beer, and tobacco businesses; medical practice licenses; and policies for people with meritorious service.

The Ministry of Construction, together with the Ministry of Agriculture and Environment, is tasked with promptly issuing detailed guidelines on adjusting land use planning and post-restructuring zoning plans.

Both ministries are also required to reassess the implementation of land management decentralization from the provincial to the commune level, ensuring feasibility with consideration of available resources and staffing capacity.
