HCMC – The Government has rolled out an action program to implement the Politburo’s Resolution 71 on education and training reform, with a unified set of textbooks to be introduced in the 2026-2027 school year and offered free of charge from 2030.
The Government has directed the Ministry of Education and Training, together with relevant ministries and agencies, to design a new preschool curriculum focused on practical learning, STEAM activities, play spaces, and the holistic development of children.
The ministry will continue to reform testing and assessment methods to ensure fair and accurate evaluation of teaching and learning, while curbing the overuse of private tutoring.
It also plans to revise the model for specialized and gifted schools, expand foreign language education, gradually introduce English as a second language in schools, and promote the teaching of neighboring countries’ languages.
The action program further calls for raising awareness, renewing mindsets, and strengthening political determination to advance education and training.
It outlines bold institutional reforms and the introduction of special mechanisms and policies, including amendments to relevant laws and improvements in teacher salaries, allowances, and incentives.
Other measures include revising regulations on compulsory lower secondary education and universal education, as well as policies on tuition waivers, reductions, financial support for study costs, and service pricing.
Another priority is to strengthen comprehensive education in morality, intellect, physical well-being, and aesthetics, with a focus on shaping the value system of Vietnamese people in the new era. This involves revising moral and character education standards and enhancing coordination between schools, families, and society.
The program also highlights digital transformation as a key task, calling for universal access and the strong application of digital technologies and artificial intelligence.
Plans include developing a national data strategy, improving information systems, and introducing smart digital education tools such as e-textbooks, shared learning resources, and online platforms.
