HCMC — HCMC expects to complete nearly 10,000 social housing units this year, reaching about 76% of its 2025 target, the city’s Department of Construction said.

Four projects with 2,639 units have been completed in the first 10 months of 2025.  Of these, three social housing projects delivering 1,686 units have already been put into use, including a 672-unit worker dormitory in Cat Lai Ward, an 882-unit project in Tan Dong Hiep Ward, and the first phase of a 132-unit project in Con Dao Special Zone.

Another 953-unit development in the Vinh Loc B resettlement area in Tan Vinh Loc Commune has been converted into rental social housing.

Thirteen projects with a combined 15,202 units are under construction. The city expects eight of them, including two partially completed projects, to finish by year-end and add 7,257 units.

HCMC plans to complete 9,896 units this year, or 75.9% of its 2025 plan. For the 2021–2025 period, the city is projected to finish around 15,000 units, equivalent to 82.7% of its five-year target.

The Department of Construction said it is reviewing land reserves for social housing through 2040 as part of the city’s master plan update. It is also finalizing legal procedures for standard social housing design templates to shorten administrative processes for new projects.
