HCMC assigned Vietnam’s largest social housing target through 2030

HCMC – HCMC has been assigned the country’s largest social housing development target, with more than 194,000 units to be built by 2030, according to a new Government resolution.

Under Resolution 7/NQ-CP, which allocates social housing targets for 2026–2030, HCMC must complete 28,500 units this year. Over the following four years, the city is required to raise the cumulative total to 194,297 units.

During 2028–2030 alone, HCMC will need to deliver around 38,200 social homes each year. The target is several times higher than earlier plans prior to the administrative consolidation with Binh Duong and Ba Ria–Vung Tau.

Bac Ninh ranks second nationwide, with a target of more than 135,000 units by 2030. Hanoi follows with 88,666 units. In 2026, the capital is required to complete 18,700 units, 3.6 times higher than last year’s output.

Despite the sharp increase, social housing development in Hanoi has shown stronger momentum since late 2024. Multiple projects have been launched and offered for sale. According to the Hanoi Department of Construction, more than 17,000 units were eligible for sale during 2021–2025.

Tay Ninh is next with a target of about 80,240 units, followed by Dong Nai with 64,690 units by 2030.

Nationwide, nearly 700 social housing projects were under implementation as of the end of 2025. Once completed, they are expected to add around 657,441 apartment units. Projects that are completed, under construction, or approved in principle account for about 62% of the national target of one million social homes.

The Ministry of Construction said several localities have exceeded their assigned targets, including Thai Nguyen, Son La, Nghe An, and Hung Yen. Major cities have also recorded positive results. Haiphong exceeded its target by 23%, Hanoi by 10%, and Danang by 9%, while HCMC met its plan.

By contrast, Ha Tinh, Lang Son, Lam Dong, An Giang, and Gia Lai reported slower progress in social housing development.
