HCMC – The HC1-02 underpass at the An Phu interchange was officially opened to traffic on the morning of February 2, helping ease congestion at the eastern gateway of HCMC.
The HC1-02 underpass directly links Mai Chi Tho Boulevard with the HCMC–Long Thanh–Dau Giay Expressway, enabling smoother traffic flows between the city center and the eastern corridor. The structure runs from Ba Dat Bridge to Mai Chi Tho Boulevard within the An Phu interchange area and has a total length of 480 meters.Designed with two carriageways, each with two lanes, the underpass serves vehicles traveling from Mai Chi Tho Boulevard toward the Saigon River Tunnel to the expressway and vice versa. Its western end connects to the Ba Dat Bridge approach road, while the eastern end links to Mai Chi Tho Boulevard toward the Saigon River Tunnel, connecting with the HC1-01 underpass that has been in operation since June 2025.Vehicles began using the underpass this morning. City officials described HC1-02 as a key component of the An Phu interchange project, especially as travel demand rises ahead of the Lunar New Year 2026. Traffic signs, guardrails and interior works of the tunnel have largely been completed.With the opening of HC1-02, traffic between the expressway and Mai Chi Tho Boulevard is now handled through four lanes, helping speed up vehicle clearance and reduce bottlenecks at the interchange.The city bans semi-trailers, trailers, tractors, specialized vehicles, motorcycles, rudimentary vehicles and pedestrians from entering the underpass. The maximum speed limit is set at 50 kilometers per hour. Light trucks of up to 2.5 tons are prohibited from using the underpass from 6:00 a.m. to 9:00 a.m. and from 4:00 p.m. to 8:00 p.m. daily, while heavier trucks over 2.5 tons and sleeper buses are not allowed from 6:00 a.m. to 10:00 p.m.In addition to HC1-02, the city has completed the HC1-01 underpass, Ba Dat Bridge, Giong Ong To Bridge and Bridge N2. Remaining components are being accelerated, with Bridge N3 slated for completion by April 30, 2026, and bridges N4, N1.1 and N1.3 expected to be finished by June 30, 2026. Bridge N1.2 is projected for completion in October 2026, subject to the handover of more than 22,000 square meters of land along Luong Dinh Cua Street in the first quarter of 2026.In addition to HC1-02, the city has completed the HC1-01 underpass, Ba Dat Bridge, Giong Ong To Bridge and Bridge N2. Remaining components are being accelerated, with Bridge N3 slated for completion by April 30, 2026, and bridges N4, N1.1 and N1.3 expected to be finished by June 30, 2026. The An Phu interchange project, with a total investment of over VND3.4 trillion from the state budget, is a three-level grade-separated interchange and a strategic transport gateway in eastern HCMC. It links major arteries including Mai Chi Tho Boulevard, Luong Dinh Cua Street and the HCMC–Long Thanh–Dau Giay Expressway.
