HCMC – Binh Duong Construction & Civil Engineering Joint Stock Company (HOSE: BCE) is seeking shareholder approval to raise VND350 billion, mainly to settle payments with suppliers and subcontractors, according to documents released for its upcoming written ballot.
BCE is asking shareholders to endorse a plan to issue 35 million shares, doubling its charter capital from VND350 billion to VND700 billion.
The shares will be offered to existing shareholders at a 1:1 ratio at VND10,000 per share. The issuance is expected to take place between 2025 and 2026, pending regulatory approval.
Of the proceeds, around VND320 billion would be used to fulfill contractual obligations with suppliers and subcontractors, while VND30 billion would supplement working capital.
Shareholders are requested to submit their voting forms by 4 p.m. on December 9, 2025.
The company has also proposed changing its name from Binh Duong Construction & Civil Engineering JSC to Becamex Construction & Civil Engineering JSC, and relocating its headquarters from Thu Dau Mot City to the WTC Tower on Hung Vuong Street, HCMC.
Closing the trading session today, November 25, BCE’s shares finished unchanged at VND10,800, with 16,400 shares traded, giving the company a market capitalization of around VND378 billion.
The VN-Index fell 7.62 points, or 0.46%, to 1,660.36, with 75 advancers and 248 decliners. Trading volume surged to more than 912.5 million shares worth VND26.96 trillion, up nearly 60% in volume and 55% in value from the previous session. Negotiated trades contributed over 134.6 million shares worth VND5.04 trillion.
VJC was among the standout gainers, hitting its ceiling price with a 7% increase to VND219,100 on more than 3.2 million shares traded.
Within the VN30 basket, only a handful of stocks stayed in positive territory. HDB rose over 2% to VND31,800, while SAB, LPB edged up and STB closed flat.
On the losing side, SSI sank 4.5% to VND32,850, followed by VRE (3.1%), VPB (2.8%),and GVR (2.2%). Other large-cap stocks including CTB, CTG, and ACB slipped between 1.5% and 1.8%.
Mid-cap and small-cap stocks saw several notable ceiling gainers such as GEE, PAC, and PLP. HAG advanced more than 3% with over 50 million shares changing hands, while PVT and GEX also gained strongly.
On the Hanoi Stock Exchange, the HNX-Index extended its decline in the afternoon before paring losses slightly near closing. It ended down 3.92 points, or 1.50%, at 257.3 points, with 53 advancers and 94 decliners. Matching volume exceeded 81 million shares worth VND1.83 trillion, while negotiated trades contributed another 10.1 million shares worth VND318.5 billion.
