HCMC – A consortium comprising Becamex IDC and Deo Ca Group has secured a public-private partnership (PPP) contract worth over VND11.743 trillion (around US$461 million) to build the first phase of the Binh Duong Province section of HCMC Beltway 4, spanning from Thu Bien Bridge to the Saigon River.
According to a recent decision by the Binh Duong People’s Committee, the Becamex IDC – Becamex IJC – Deo Ca Group consortium was selected as the investor of the Binh Duong section after outperforming several other bidders.
The Beltway 4 project is considered a critical infrastructure development in Binh Duong as it would ease congestion on National Highways 13 and 14 and the My Phuoc–Tan Van route. It also seeks to boost connectivity in the Southern Key Economic Zone and promote the growth of satellite urban areas and modern industrial zones.
The first phase will feature four lanes and emergency stops, with a maximum speed of 100 kilometers per hour. The road will pass through Tan Uyen City, Ben Cat City, and Bac Tan Uyen District in Binh Duong Province. Construction is expected to take 26 months from the effective date of the contract.
The route is seen as one of the most important segments of the entire Beltway 4 corridor, providing links to Long Thanh International Airport, regional expressways, and key industrial hubs.
Deo Ca Group, a seasoned infrastructure developer, has previously led several large-scale projects including Hai Van Tunnel 2, the Trung Luong–My Thuan Expressway, and the Cam Lam–Vinh Hao Expressway.
The Beltway 4 segment running through Binh Duong spans approximately 47.85 kilometers. Binh Duong authorities said the selection of a capable investor marks a significant milestone in the province’s effort to accelerate logistics and transportation infrastructure.
