BSR gets rights to 442 hectares of sea area

HCMC – The prime minister has granted Binh Son Refining and Petrochemical JSC (BSR) the rights to use 442 hectares of sea area in Van Tuong Commune, Quang Ngai Province, to support operations at the Dung Quat oil refinery, reported local media.

The area will be used for a crude oil import terminal, a product export terminal, and subsea pipelines for cooling water intake and discharge.

The crude oil terminal will cover 329.1 hectares with a depth of up to 40 meters, while the product export terminal will span 106.4 hectares at a depth of 25 meters. The remaining 6.5 hectares will be used for pipelines at a depth of 15 meters.

The rights for the import and export terminals are valid for 25 years from the effective date of the decision. The pipeline area can be used until December 15, 2035, in line with BSR’s current seawater usage license. The company must renew the license before it expires to ensure continuous operations.

BSR is required to use the sea area for approved purposes, pay annual fees, submit operational reports, and coordinate with authorities to maintain safety, security, and environmental standards.

The company must also comply with marine resource regulations, implement measures to prevent environmental incidents, and take responsibility for cleanup and compensation in case of damage. Operations must stop if pollution exceeds permitted levels or a major incident occurs.

At the end of the allocation period, BSR will be required to submit a full report assessing the environmental and operational use of the area.
