Cai Lay BOT toll revenue steady at about VND200 bilion a year

HCMC – Cai Lay BOT toll stations earn about VND200 billion a year, with the toll station on National Highway 1 contributing roughly 45% of total revenue, according to the Department for Roads of Vietnam (DRVN).

DRVN said toll collections at the project have remained stable, based on revenue and traffic data from 2024 and the first 11 months of 2025.

From January to November 2025, the project collected VND183.9 billion in tolls from nearly 8.13 million vehicles. The National Highway 1 station at kilometer 1999+300 generated VND83.5 billion from about 5.02 million vehicles, accounting for more than 45% of revenue and over 61% of traffic.

Average monthly revenue during the period stood at about VND16.7 billion. The highway station contributed nearly VND7.6 billion a month.

In 2024, total toll revenue exceeded VND205 billion, with traffic volume reaching more than 8.9 million vehicles. The National Highway 1 station collected VND91.6 billion from nearly 5.73 million vehicles, representing about 44.6% of revenue and more than 64% of total traffic.

Toll collection at the project resumed on October 7, 2022, after a prolonged suspension. By the end of 2025, the project will have been collecting tolls again for about 39 months.

Based on average revenue since the restart, cumulative toll collections are estimated at around VND663 billion, including about VND296 billion from the National Highway 1 station.

The Cai Lay BOT project consists of two components: upgrading a 26.44-kilometer section of National Highway 1 and building a 12.02-kilometer bypass. Total project length is 38.46 kilometers.

Updated figures following inspections and audits put total investment at more than VND1.38 trillion. This includes VND680.8 billion for the bypass, over VND379 billion for the highway upgrade, about VND100 billion for toll station construction, and VND219 billion for land clearance.

To recover capital, two toll stations were approved. One station collects fees for the National Highway 1 upgrade, while the other is used to recover investment in the bypass. Each station will be removed once its respective costs are recovered.
