A fresh take on lawmaking

The pace of legislation is accelerating, policy-making is becoming more streamlined, and the window for public posting and consultation is narrowing. These significant shifts in the drafting process call for businesses to engage more actively and meaningfully in lawmaking—not just to adapt, but to help shape a more transparent, stable, and business-friendly regulatory environment over the long term. The Vietnam Chamber of Commerce and Industry (VCCI) has recently released its 2024 Report on the Flow of Business Legislation, which highlights significant changes in the law-drafting process that will considerably affect businesses. The most groundbreaking shift stems from the National Assembly’s passage of the amended Law on Promulgation of Legal Documents at its extraordinary session in February 2025. This law fundamentally changes the legislative process from a sequential to a parallel approach, significantly reducing the time needed to draft and pass laws. In the past, drafting a new law required first submitting a policy proposal and then waiting for it to be added to the legislative agenda—a process that could take months or even years.
