Central bank restructures local branches into 15 regional offices

HCMC – The State Bank of Vietnam (SBV) will restructure its 63 provincial and municipal branches into 15 regional offices, starting July 1. This restructuring aligns with recent administrative mergers and aims to streamline operations.

The move follows a Party Central Committee resolution on downsizing and improving the efficiency of the public sector. The SBV’s new regional model retains existing infrastructure, avoids creating new units, minimizes disruption to staff, and ensures financial and monetary security.

Each regional branch will oversee monetary policy, banking, and foreign exchange operations across two to six provinces or cities. The restructured system will operate in sync with the updated local government apparatus.

Under the new structure, Regional Branch 1 remains in Hanoi, while Regional Branch 2 is based in HCMC and covers nearby provinces such as Dong Nai, Ba Ria-Vung Tau, Binh Duong, and Binh Phuoc.

The remaining branches are located elsewhere in the nation as follows:

  • Region 3: Son La, Dien Bien, Lai Chau, with the regional branch headquartered in Son La
  • Region 4: Phu Tho, Tuyen Quang, Lao Cai, headquartered in Phu Tho
  • Region 5: Thai Nguyen, Cao Bang, Lang Son, headquartered in Thai Nguyen
  • Region 6: Haiphong, Hai Duong, Quang Ninh, headquartered in Haiphong
  • Region 7: Ninh Binh, Nam Dinh, Ha Nam, Thanh Hoa, headquartered in Thanh Hoa
  • Region 8: Ha Tinh, Nghe An, Quang Tri, Quang Binh, headquartered in Ha Tinh
  • Region 9: Danang, Quang Nam, Quang Ngai, Thua Thien-Hue, headquartered in Da Nang
  • Region 10: Khanh Hoa, Ninh Thuan, Lam Dong, Binh Thuan, Dak Nong, headquartered in Khanh Hoa
  • Region 11: Dak Lak, Gia Lai, Phu Yen, Binh Dinh, headquartered in Dak Lak
  • Region 12: Hung Yen, Thai Binh, Bac Ninh, Bac Giang, headquartered in Hung Yen
  • Region 13: Dong Thap, Tien Giang, Tay Ninh, Long An, headquartered in Dong Thap
  • Region 14: Can Tho, Hau Giang, Soc Trang, Vinh Long, Ben Tre, Tra Vinh, headquartered in Can Tho
  • Region 15: An Giang, Kien Giang, Ca Mau, Bac Lieu, headquartered in An Giang
