HCMC – The National Assembly has approved a central budget expenditure estimate in 2025 at VND1.5 quadrillion, according to local media reports.
With over 90% of deputies voting in favor, the resolution was passed on November 13, outlining the central budget allocation for 2025.
The state budget revenue is projected at around VND1.9 quadrillion, including some VND1 quadrillion for the central budget and VND946.67 trillion for local budgets, while central state budget expenditure is set at VND1.5 quadrillion, resulting in a budget deficit of VND471.5 trillion, equivalent to 3.8% of GDP.
In 2025, the resolution specifies no increases in public sector wages, pensions, social insurance allowances, monthly allowances, or preferential allowances for individuals with meritorious services.
The resolution also emphasizes ensuring full payment of outstanding construction debts and recovering all advance funds that remain uncollected in the mid-term public investment plan.
Adequate funding will be allocated for completed projects set to be handed over in 2025, as well as for counterpart funding for ODA projects, concessional foreign loans, and state budget funds for PPP projects.
