HCMC – The Ministry of Construction had disbursed over VND13.2 trillion as of late April and is aiming to allocate an additional VND9.57 trillion this month.

The disbursed amount represents nearly 16% of the capital plan assigned by the prime minister.

Eleven project owners reported a disbursement rate higher than the ministry’s average, including the My Thuan Project Management Unit, the Department for Roads of Vietnam, the Ho Chi Minh Road Project Management Unit, and Project Management Unit No. 2.

The ministry plans to disburse around VND5.87 trillion in May 2025, based on projections from project owners. Including an estimated VND3.7 trillion in carryover from previous delays, the total disbursement target for the month amounts to roughly VND9.57 trillion.

For 2025, the ministry has been assigned a total of around VND83.746 trillion in public investment capital from the central budget. This includes nearly VND81.4 trillion allocated for the 2025 plan and over VND2.36 trillion carried forward from 2024.

Based on project needs and disbursement capacity, the Ministry of Construction has submitted a proposal to the relevant authorities to request additional funding for several projects.

These include the North-South high-speed railway, the Lao Cai-Hanoi-Haiphong railway, and expressways such as Bai Vot-Ham Nghi, Ham Nghi-Vung Ang, Van Ninh-Cam Lo, Hoa Lien-Tuy Loan, and My An-Cao Lanh, as well as the Rach Mieu 2 Bridge.

The ministry is set to receive over VND6 trillion in additional funding from the central budget revenue surplus for 2022 and 2023, to support the My Thuan-Can Tho Expressway and the Cam Lo-La Son Expressway expansion.
