Construction Ministry endorses runway extension project at Vinh airport

HCMC – The Ministry of Construction has approved a plan for the Airports Corporation of Vietnam (ACV) to fund and implement a runway extension project at Vinh Airport in Nghe An Province.

The government of Nghe An Province will be responsible for land clearance and site compensation.

The ministry said the decision was made due to the limited availability of central government funding. The project includes extending the runway from 2,400 meters to 3,000 meters and adding new taxiways, in line with the national airport development plan for 2021–2030, with a vision to 2050, reported the Vietnam News Agency.

To accelerate implementation, the ministry has requested that ACV promptly prepare and submit an investment proposal to the Nghe An government for approval. The proposal must include detailed technical solutions to ensure the airport remains partially operational during construction, along with a timeline for execution.

The Civil Aviation Authority of Vietnam has been tasked with coordinating with ACV to develop a post-investment management, operation, and maintenance plan for the extended infrastructure. The plan should also include mechanisms for collecting takeoff and landing service charges across different asset owners.

The CAAV and relevant agencies have been urged to closely collaborate with ACV and local authorities to ensure the project meets quality, safety, and schedule requirements.

Earlier, the Nghe An People’s Committee had proposed the runway extension to meet growing aviation demand and minimize airport downtime by aligning the project with ACV’s scheduled maintenance works between July and December 2025. ACV is currently repairing the runway and taxiway using state-maintained infrastructure funds.

The runway extension is expected to be implemented alongside ACV’s scheduled maintenance work from July to December 2025. ACV has committed to using lawful funds for the project if state budget allocations are delayed.

Nghe An authorities have asked the ministry to seek the prime minister’s approval for this arrangement.
