HCMC – The Ministry of Construction should disburse more than VND58.8 trillion in the remaining months of this year to meet its public investment target, according to the ministry’s Department of Planning and Finance.
The ministry was allocated a total of VND90.6 trillion from the 2025 central budget for public investment projects. As of the end of July, nearly VND28.4 trillion had been disbursed, representing 33% of the target set by the prime minister. To complete the year’s plan, the ministry needs to release an average of VND9.8 trillion per month.
An inspection of 16 key projects showed lower funding needs due to reduced contract values, tax cuts, lower land clearance costs and completed debt settlements.
Disbursement delays were also tied to inaccurate cost estimates, weak contract management and slow execution. Some projects planned for completion in 2025 may extend into 2026.
To speed up disbursement, the ministry has instructed investors to accelerate construction progress, particularly for delayed works. It also emphasized early land clearance and resettlement for major railway projects, such as the Lao Cai–Hanoi–Haiphong line and the north-south high-speed railway.
