HCMC – The Ministry of Construction has proposed that the prime minister instruct localities nationwide to revise urban planning to include more parking facilities, especially in crowded residential areas, industrial zones, and major cities.
The ministry said vehicle parking development remains limited, especially in large urban centers where private vehicle ownership has been rising fast. Land for static traffic infrastructure, such as bus terminals and parking lots, has not kept up with demand, leading to congestion and the spread of makeshift and unlicensed parking areas.
It added that some of these sites, including those under bridges, pose safety and fire risks and affect urban order. Oversight and enforcement in several localities remain weak, allowing illegal land use and parking operations to continue, reported the Vietnam News Agency.
The ministry recommended that localities apply digital tools in parking management, introduce cashless payment systems, and review licensing for parking operations, including the temporary use of sidewalks and roadsides.
It also called for stronger fire safety inspections, closer supervision at the ward and commune levels, and tighter patrols to prevent illegal parking, encroachment, and unauthorized construction in transport infrastructure areas.
