HCMC – The Ministry of Construction has urged provinces to accelerate social housing development due to slow progress and procedural bottlenecks, reported the Vietnam News Agency.
In an official directive, the Ministry of Construction called on local authorities to remove obstacles related to land access, administrative procedures, and credit, and to work directly with developers to resolve delays. It also instructed provinces and cities to establish steering committees and incorporate social housing into their socio-economic development plans.
From January to April 2025, over 15,600 social housing units were completed nationwide, while 17 new projects comprising nearly 17,700 units were launched. However, some provinces have yet to start any projects or have reported low completion rates.
The ministry attributed the delays to unresolved investment procedures, lack of planning, and insufficient support for developers.
To stay on track with national housing goals through 2030, the ministry emphasized the need to prioritize resource allocation and streamline project approval processes. Authorities must guide commercial housing developers in fulfilling their legal obligation to build social housing on 20% of their land, as required by the 2023 Housing Law.
Provinces are also required to finalize investment procedures for land plots already zoned for social housing and select qualified developers to ensure timely implementation. Additionally, local governments must create favorable policies and simplify administrative steps to attract more private and cooperative investment in this segment.
The ministry also requested that eligible projects be identified and publicly listed to access a VND120-trillion credit package for social housing, worker accommodation, and old apartment renovations. This would enable banks to disburse funds based on clear project criteria.
