HCMC – The Ministry of Construction had disbursed more than VND8.3 trillion in public investment capital by the end of March, reaching almost 10% of this year’s allocation, according to its Department of Planning and Finance.

Under the 2025 public investment plan, the prime minister assigned around VND83.75 trillion to the ministry, including VND81.38 trillion in newly allocated funding and VND2.36 trillion carried over for extended disbursement. The current disbursement rate is in line with the national average.

The ministry is slated to receive an additional VND6 trillion, coming from higher-than-expected revenue in 2022 and 2023, for the expansion of key expressways, including the Cam Lo–La Son and My Thuan–Can Tho projects. It will also roll over some VND4 trillion from 2024 to 2025, bringing the ministry’s total planned public investment for 2025 to around VND93.84 trillion.

Several project management units have disbursed more than the average rate yet still lag behind their registered schedules. They include the My Thuan Project Management Unit, the Ho Chi Minh Road Project Management Unit, Project Management Unit No. 7, and Project Management Unit No. 6.
