Construction of Hanoi Beltway No. 4 kicks off

HCMC – The Hanoi People’s Committee broke ground on the Hanoi Beltway No. 4 project this morning, September 6, with a total investment of over VND56.29 trillion.

The Hanoi Beltway No. 4 project will stretch 113 kilometers across Hanoi City, and Hung Yen, and Bac Ninh provinces. The main route will run from the Hanoi–Lao Cai Expressway to the Noi Bai–Ha Long Expressway, consisting of 103 kilometers of main roads and 9.7 kilometers of connecting roads.

It will be built in phases, with the first phase featuring four lanes and a roadbed width of 17 meters. Bridges will be 17.5 meters wide, while bridges over the Red and Duong rivers will be 24.5 meters wide to accommodate additional lanes for motorbikes and non-motorized vehicles.

The project will include 13 elevated sections totaling 80 kilometers, accounting for 71% of the route’s length, while the remaining 32 kilometers will be at ground level.

It is divided into two parts: a state-funded subproject to build three key bridges, namely Hong Ha, Me So, and Hoai Thuong, and a PPP subproject covering the section from National Highway 6 to the Hanoi–Haiphong Expressway and the 9.7-kilometer connecting segment.

Funding will come 47% from the state budget and 52% from private investors. The investor consortium includes CityLand, Saigon Sunflower, Vietnam Expressway Corporation (VEC), and Horizon Investment.

Construction is expected to take 36 months, with operations scheduled to begin in June 2028. The toll collection period to recoup investment capital is estimated at 21 years.

Hanoi Chairman Tran Sy Thanh said the project is crucial for improving regional connectivity, easing traffic congestion in the capital, and creating new economic growth corridors. It will also help reduce vehicle pressure on the overburdened Hanoi Beltway No. 3 and encourage the development of satellite urban areas.

Once completed, the expressway, together with the planned Hanoi Beltway No. 5 by 2030, will form a comprehensive regional transport network, lowering logistics costs and boosting inter-provincial connectivity.
