HCMC – The Government has approved the division of the North-South high-speed railway project into 17 components, while granting greater authority to investment decision-makers to accelerate progress.
The Government has issued Resolution No. 98/NQ-CP to implement the National Assembly’s Resolution No. 265/2025/QH15, allowing the compensation, support and resettlement of the North-South high-speed railway project to be split into separate components.
The largest standalone project is the construction of the high-speed railway line, with a total investment of over VND1.56 quadrillion. The Ministry of Construction will oversee this project, targeting basic completion by 2035.
Another is the project to relocate electrical works with voltages of 110 kV or higher, under the investment of Vietnam Electricity Group (EVN).
In addition, 15 components covering compensation, resettlement and infrastructure relocation will be implemented along the route through localities including Hanoi, Ninh Binh, Thanh Hoa, Nghe An, Ha Tinh, Danang, Quang Tri, HCMC and Dong Nai.
These will be overseen by the respective provincial People’s Committees and are scheduled for completion by the fourth quarter of 2028.
The North-South high-speed railway will span 1,541 kilometers from Hanoi to HCMC. It is designed as a double-track line with a standard gauge of 1,435 mm and a top speed of 350 km per hour, featuring 23 passenger stations and five freight stations.
The line will primarily serve passenger transport, while also accommodating freight when needed. The total preliminary investment is estimated at around US$67.34 billion.
The project will be implemented as a public investment initiative over the 2025-2035 period. Several localities have already begun land acquisition and site clearance, with construction expected to begin in December 2026.
