HCMC – The Politburo has issued Resolution 80-NQ/TW, defining culture and people as foundational pillars of national development and setting strategic goals through 2030 with a vision to 2045.
Trinh Van Quyet, head of the Party Central Committee’s Commission for Propaganda and Mass Mobilization, presented the resolution’s core content at a national conference in Hanoi on February 25.
The resolution states that culture must become a solid foundation and internal driving force for sustainable development. It places culture alongside politics, economics, and society as one of four main pillars shaping the country’s growth.
Authorities are instructed to integrate cultural priorities into national planning, policies, and development programs. The resolution calls for culture to play a broader role across economic, social, defense, security, and foreign affairs activities, strengthening its function as a source of national soft power.
Science, technology, innovation, and digital transformation are identified as breakthrough areas. The resolution calls for new policies to support digital cultural ecosystems, regulate conduct in online spaces, and improve the digital cultural environment.
The document also emphasizes improving legal frameworks, mobilizing resources, and developing cultural infrastructure and workforce capacity. Businesses, intellectuals, artists, and the public are identified as key contributors to cultural development.
It calls for stronger international cultural engagement and efforts to protect cultural security, including measures to address harmful content and misinformation online.
The resolution sets specific goals and implementation measures to ensure cultural development contributes directly to long-term national growth.
