Danang seeks public feedback on sharp increase in social housing rents

HCMC – Danang City is seeking public feedback on a proposal to sharply raise rents for state-owned social housing apartments, with some increases reaching more than seven times current levels, the city’s Department of Construction said on December 29.

The draft plan would apply from 2026 to 2030 and cover social housing apartment buildings classified as public assets. Under the proposal, rents would rise by between 1.94 and 7.46 times, depending on location and housing type.

The increases would be phased in to limit the immediate impact on tenants. From 2026, rents would equal current levels plus 20% of the gap between the existing rent and the adjusted rate. From 2027 to 2029, rents would rise by an additional 20% of the gap each year. From January 1, 2030, the full adjusted rent would apply.

Of 43 social housing complexes managed by the city, 38 are expected to follow the proposed roadmap. Buildings that have severely deteriorated, awaiting demolition, or recently assigned rental prices would be temporarily excluded.

According to the draft, by 2030 rent at the 12-story Nai Hien Dong Fishermen Village apartment complex would rise from VND3,630 to VND54,718 per square meter. Housing for staff at Danang Oncology Hospital would increase from VND16,900 to VND56,249 per square meter.

The department said most current rents were set at the time of project completion and do not fully reflect maintenance costs. Prolonged low rents have left insufficient funds for upkeep, requiring the city budget to cover major repairs.

A 2016 report by the State Audit found that social housing rents in Danang did not fully comply with regulations and were no longer aligned with economic conditions, including repeated increases in regional minimum wages.

The department said the adjustment aims to ensure full cost recovery, maintain housing quality and reduce long-term pressure on the city budget. It has invited comments on the proposal until January 15, 2026.
